Spurs, already among Europe's biggest spenders this summer, are said to have identified Osimhen as the final piece needed to strengthen their attack ahead of the new season.
The North London club have invested more than £230 million on new signings, including Sandro Tonali, Matheus Fernandes, and Jan Paul van Hecke, but remain eager to add a proven goalscorer.
According to CaughtOffside, Tottenham are willing to submit an offer worth £65 million for the 27-year-old striker. However, the bid is expected to fall well below Galatasaray's reported €150 million valuation.
Osimhen, who joined the Turkish giants for around €75 million (£65 million) and is under contract until 2029, has reportedly stated that he would only consider leaving if the club decides to sell him.
The report also claims Tottenham have received internal "sporting approval" to begin formal negotiations and believe agreeing personal terms with the Nigerian forward would not be a major obstacle.
Osimhen has enjoyed remarkable success in recent years, winning the Serie A title with Napoli in 2022/23 before helping Galatasaray secure back-to-back Turkish Super Lig titles in the 2024/25 and 2025/26 seasons.
Over the last four seasons, the prolific striker has scored 107 goals in 145 appearances across all competitions, including 16 goals in 27 UEFA Champions League matches.
Osimhen has consistently attracted interest from Premier League clubs including Arsenal, Manchester United, and Chelsea, while European heavyweights Barcelona, Paris Saint-Germain, Juventus, and Bayern Munich have also been linked with him. Despite the speculation, no transfer has materialised so far.
